Yes. It would not be a function if there were (a,b),(a,c),bc

Three points define a parabola y=ax2+bx+c

First point:
4=a(2)22b+cc(a,b)=44a+2b

Second point:
5=a(1)2+b+c

5=a+b+44a+2b

1=3a+3b

13+a=b(a)c(a)=44a+2(13+a)

Third point:
2=a(5)2+5b+c

2=25a+5(13+a)+1432a

6=75a+5(1+3a)+146a

20=69a+5+15a
