Absolutely not.
Electrostatics is a discipline, an ensemble of laws and principles that regulate how static (stationary) electrical charges interact. The interactions are different when the charges and their fields are moving, so electrostatics is opposite to electrodynamics.
Electrostatic is and adjective to describe the type of "electrical" interactions, sometimes used even though the charges are actually moving.
Electricity is the phenomenon and the physical "thing" that makes these electrical charges up, interact, and even move.
