No it is not.

We have $x + {(y)}^{\frac{1}{2}} = 4$ $x + (y)^(1/2) = 4$

$\Rightarrow {(y)}^{\frac{1}{2}} = 4 - x$ $implies (y)^(1/2) = 4-x$

Squaring both sides,

$y = x^{2} - 8 x + 16$ $y = x^2 - 8x + 16$

Looks like a quadratic polynomial doesn't it ?
