Although since water goes through a cycle the amount can vary, it is usually quoted as being 1%.
Explanation:
Due to the water cycle, eventually all water will fall as precipitation. Since salt does not evaporate with water that means that at some point all water is fresh. It is only when this precipitation falls in the ocean or when runoff water goes from the land to the ocean that the water is no longer fresh. That all being said at any one point in time it is only about 1% of the water on Earth that is fresh.
