The area of the triangle is

E=12b(hb)=1211.326=146.9cm2

In order to find the perimeter, we need to find the side a (figure)
hence from Pythagorean Theorem we have that

a2=(hb)2+(b2)2a=262+5.652a=26.6

So the perimeter is

T=a+a+b=2a+b=226.6+11.3=64.5cm
