Lets say I want to say 1.3 trillion.

Instead of writing 1,300,000,000,000

I would write #1.3x10^9#

To figure out how this works, lets use another example:

I want to write 65 million (65,000,000) so that it uses up less space and is easier to read (scientific notation)

All it is is simply counting the times the decimal place moves to the last digit of your number, then put that number as a power of 10 (#10^7#) and multiplying your new number by that.
