An embryo is considered a fetus after all of the major organs have developed, although they still need time to fully develop and become functional. In humans, the embryo has developed into a fetus by the end of the eighth week after conception, which is the twelfth week in gestational age. At this point the fetal stage will last until birth. Human pregnancy actually lasts approximately forty weeks after conception.
