What is the name of NO3 ?

the information i can get keeps saying that it's nitrate, but isn't nitrate NO3 ?

Likely, NO3 is a typo, when nitrate anion, NO3 was intended. AFAIK there is no such beast as NO3. On the other hand, there is a nitride anion, N3, the conjugate base of hydrazoic acid, HN3.
