Subtract $14 x$ $14x$ from both sides

$7 y = 9 - 14 x$ $7y=9-14x$

Divide both sides by 7

$y = - \frac{14}{7} x + \frac{9}{7}$ $y=-14/7x+9/7$

$y = - 2 x + \frac{9}{7}$ $y=-2x+9/7$

Compare to $y = m x + c$ $y=mx+c$ where m is the gradient and the y-intercept is c.
