- Other than Missouri, slavery was to be excluded from the Louisiana Purchase lands north of latitude 36°30′.

The debate over the admission of Missouri as a state lasted from December 1819 to March 1820. Finally, after the Senate and the House of Representatives passed different bills and a deadlock was seen as possible, a compromise bill was worked out with the following provisions:
- Missouri was admitted as a slave state
- Maine (formerly part of Massachusetts) was admitted as free state
- Other than Missouri, slavery was to be excluded from the Louisiana Purchase lands north of latitude 36°30′.
