The Mayflower Compact was never meant to be anything more than an interim document of governance until formal permission was granted by the New England Council which happened within the following year.
The Compact was agreed upon by all present in 1620 which made the document itself entirely democratic. And in truth, all those who settled Plymouth gave their full attention to just staying alive that winter and into the next summer. The need to survive outweighed all other considerations. And so the compact did its job.
