A horizontal line would have the equation $y = number$ $y="number"$ , so the table would have the same number for $y$ $y$ whatever the value of $x$ $x$
In this case $number$ $"number"$ stands for the distance of the horizontal line from the $x$ $x$ axis (positive or negative = above or below).

With a vertical line it's the other way around. The equation is $x = number$ $x="number"$ , so whatever the $y$ $y$ value the $x$ $x$ value stays constant.
In this case $number$ $"number"$ stands for the distance of the vertical line from the $y$ $y$ axis (positive or negative = right or left).
