Momentum is the product of mass and velocity.

For the $1$ $1$ st object momentum is $7 \times 3 = 21 K g . m s^{- 1}$ $7×3=21 Kg.ms^-1$

And for the $2$ $2$ nd object momentum is $4 \times 7 = 28 K g . m s^{- 1}$ $4×7=28 Kg.ms^-1$

So,clearly the $2$ $2$ nd object has higher momentum.
