Kaiser (Emperor) of Germany Wilhelm II was the head of state for Germany preceding and during World War 1. Ruled 1888 to 1918
Explanation:
Very conservative in his beliefs, he forced Otto von Bismark's resignation early in his rule. He led Germany on a very militaristic and aggressive foreign policy that culminated in World War 1. He lost influence during the War and abdicated in 1918, taking exile in the Netherlands. Paul von Hindenburg and Erich Ludendorf, both Generals ran the German government during most of the War. They did not consult the civilian government much. A Republican Government succeeded him.
He died in 1941 at a high point of German success in that War.
