Neon, #Z=10#, is difficult to oxidize because it has a completely full valence shell of electrons, and difficult to reduce inasmuch as a new electron would have to enter a higher energy orbital.

The result is that neon is extremely unreactive, and there would be very few, actual neon complexes.....And these would be the preserve of few specialists.
