There are two methods that I know of.

One from the old school is to conduct long division. As far as I can ascertain this site's formatting capabilities would make that hard to present.

The other is to factorise and see if we can cancel out.

Lets try the latter:

Write as:

$\frac{6 x + 9}{2 x + 3}$ $(6x+9)/(2x+3)$

But $6 x + 9 = 3 (2 x + 3)$ $6x+9 = 3(2x+3)$

Substitute giving:

$\frac{3 (2 x + 3)}{2 x + 3}$ $(3(2x+3))/(2x+3)$

$3 \times \frac{2 x + 3}{2 x + 3}$ $3 times (2x+3)/(2x+3)$

but

$\frac{2 x + 3}{2 x + 3} = 1$ $(2x+3)/(2x+3) =1$

leaving just 3 as the answer
