No, Capacitance does not change with frequency.

Explanation:

Capacitance of a capacitor is given as:
C=QV
It is simply the charge stored on the plates of a capacitor per unit voltage.

however, if you talk about the Capacitive Reactance Xc of a circuit, it indeed depends upon the frequency.

Capacitive reactance is given as:
Xc=12πfC

Thus, it is the Capacitive Reactance and NOT the Capacitance which depends upon Frequency.
