This is very close.

The standard form has a $1$ on the right hand side so you only have to divide by $24$ .

$2(x+4)^2 + 3(y - 1)^2 = 24$

$(2(x+4)^2)/24 + (3(y - 1)^2)/24 = 24/24$

Standard form:

$(x+4)^2/12 + (y - 1)^2/8 = 1$
