Net charge always is zero. Changing the pH cannot cause a solution to be electrically charged.

I am assuming that you are referring to a solution.

Some species ionize well at certain pH. For example, weak acids such as ethanoic acid (CH3COOH) dissociate at high pH.

However, the net charge does not change as for every positive charge formed during dissociation, 1 equivalent of negative charge is formed as well. Therefore net charge remains at zero.
