We can transform first to the center-radius form first for proper visibility

$x^2+(y+6)^2=49$

$(x-0)^2+(y--6)^2=7^2$
now it takes the form
$(x-h)^2+(y-k)^2=r^2$

so that, just by inspection, it is now clear that
