What was a hope of people who worked in settlement houses?

People who worked in factories were generally of the very poor working class, so they lived in poorly maintained tenement buildings. Since they didn't have money, they couldn't afford to receive an education, plus there was no time to go to school what with having to constantly work to pay for necessities.
Because of lack of education, people born into this class would remain there, and the poverty cycle would repeat. Therefore, they could only hope for things like better working conditions and wages.
Also, since the steel industry was so prevalent, people knew of Andrew Carnegie, who was a perfect example of a poor immigrant turned robber baron (of the very elite and wealthy class), so another lofty hope was that they would be the one in a million that could somehow get to the top.
