It is depended on context too, or it is a simple rule to begin in an independent clause.
Explanation:
They are very much interested to migrate to Canada, but I don't care for settle there, neither does my family. Two independent clauses.
We live in Dhaka over 100 years; I myself lived few years in Hong Kong and elsewhere in Europe in the past. Two independent clauses but a different context and situation.
