The 10 tells you to vertically shift the graph up by 10 units, and so your mean line has gone from y=0 to y=10
The 2 tells you that the period is 2, which means that in 360 degrees, the graph repeats itself twice, therefore one full cycle occurs in 180 degrees.
Basically, take your standard sine curve and;
- move it up 10 units
- minimum and maximums 3 units away rather than one
- cycles twice as fast
