To do this problem we need to simplify the top or the numerator a bit more than it is already. Mostly we need to take out a 4. It might seem pointless at first, but once we do it everything will become clear:

#4y-8 = 4(y-2)#

Now we can rewrite the problem so it looks like this:

#(4(y-2))/(y+1) -: (y-2)#

Now we can solve it, as we know that
#(y-2)/(y-2) = 1#

So:
#(4(y-2))/(y+1) -: (y-2) = 4/(y+1)#
