You mean nuclear protons.........and the answer is yes.....

Explanation:

Matter, to a first approximation is ELECTRICALLY NEUTRAL. And since all matter is composed of protons, neutrons, and electrons, there must be an equal number of electrons, fundamental, negatively charged particles, of negligible mass, as compared to protons, fundamental, positively charged, massive nuclear particles.

Of course, we often deal with ions, where the number of electrons and protons are not equal. But for every cation, there is a corresponding negatively charged ion or particle.
