Start with the parent function $cos(x)$ then apply the translations.

This is a cosine function with the following translations:

1) Amplitude is 4, but the negative sign flips the graph over the horizontal axis .

2) The $-pi/6$ will shift the entire graph to the right $pi/6$ units

3) Finally, the value $2$ shifts the entire graph upward 2 units.
