Why is 0/0 undefined?

Because you cannot say what the (unique) result is!

Explanation:

Try to think at a possible solution of 0/000:
Could we choose 33?
Yes because:
0/0=300=3
So rearranging: 0=0×3=00=0×3=0 it works!
But....also 44 works...also123235467123235467 works....ANY NUMBER works!
So if I ask you for the result of 0/000 you'll answer: "all numbers"!!!
